WEBS Training Center is developing the Salsa Sprouts Cottage Village, a planned community of small, sustainable cottages paired with on-site career support, financial education, and community resources. The Village is designed to provide attainable housing for individuals and families experiencing instability, with a focus on those at or below 50% of Area Median Income (AMI).

This project is part of WEBS Training Center’s long-term strategic commitment to addressing the connection between housing instability and economic hardship. We believe that lasting financial stability is impossible without a stable place to call home.

WEBS Training Center is committed to developing innovative, attainable housing solutions that serve the most vulnerable members of our community.

We are actively working with Virginia Housing and community partners to develop the Salsa Sprouts Cottage Village as a replicable model for attainable, sustainable housing. Our approach combines eco-friendly construction, self-sustaining infrastructure, and on-site wraparound services to create a community that supports residents not just with a roof overhead, but with the tools to build long-term stability.

We are pursuing innovative housing solutions that may include rainwater recycling systems, solar energy generation, and cottage designs not previously executed in Virginia — making this project eligible for Virginia Housing’s Innovation Grant funding.

WEBS Training Center is an active partner in addressing housing insecurity across Virginia and wherever funding and community need align.

The Cottage Village

The Salsa Sprouts Cottage Village will be a small community of eco-friendly, affordable cottages designed for individuals and families navigating career transitions, housing instability, or economic hardship. The Village is built around a whole-person model: residents have access not only to stable housing but to career coaching, financial literacy education, job readiness support, and community gardens through WEBS’ existing programs.

Eco-Friendly
Cottage Homes

Small, sustainable cottages designed for affordability and dignity. Each home is built to support independent living while connecting residents to shared communal spaces, gardens, and support services on-site.

Innovative Infrastructure

WEBS is exploring self-sustaining infrastructure options including rainwater recycling and solar energy generation to reduce costs for residents and increase the project’s eligibility for Virginia Housing Innovation Grant funding. These approaches, proven in other states, are being evaluated.

On-site access to career coaching, digital literacy training, job readiness workshops, and WEBS programs including financial literacy, tax education, and Grow with Google certificate training.

Our Partnership With Virginia Housing

WEBS Training Center is working with Virginia Housing to develop the Salsa Sprouts Cottage Village as a replicable model for attainable, innovative housing in Virginia. Virginia Housing is the Commonwealth’s housing finance authority, dedicated to expanding access to affordable, quality housing for Virginians.

This partnership reflects our commitment to pursuing housing solutions that are not only sustainable and affordable, but innovative enough to serve as a model for other communities facing similar challenges.

Community & Development Partners

The Cottage Village will be developed in partnership with community organizations, faith-based institutions, and housing developers who share our commitment to attainable housing. We are actively pursuing partnerships with:

  • Nonprofit housing developers experienced in affordable housing finance and construction
  • Faith-based organizations who may contribute land in exchange for nonprofit site management and on-site case management services
  • Loudoun County housing staff and local government to align with comprehensive plans and approval processes
  • Environmental and engineering consultants to assess zoning, utility access, and site feasibility for candidate parcels

Where We Are Now

The Salsa Sprouts Cottage Village is currently in the planning and feasibility phase. WEBS Training Center is taking the following steps to move the project forward:

  • Registering on the Virginia Housing grants portal to access planning grant funding
  • Identifying candidate parcels and assessing zoning, utility access, and site feasibility
  • Building relationships with potential co-developer and faith-based land partners
  • Engaging Loudoun County housing staff to align with local comprehensive plans
  • Preparing a Market Analysis Planning Grant application to fund early-stage feasibility work

The Village will be developed wherever funding, land, and community need align. WEBS is open to opportunities across Virginia and beyond.
